Ministry of Energy and Petroleum · Islamic Republic of Mauritania
From resources to production, and from production to industry

This was the keynote country presentation of the round table: an exceptional combination of energy resources, minerals and geography, a legal framework rebuilt over the past few years, and a portfolio of projects at every stage from framework agreement to production.
It moves in one line of argument — from the resource, to production, to electricity, to industry. Gas and renewables generate power; power and hydrogen transform iron ore; ports, grids, water and industrial zones carry the whole chain; and each step names the opportunities open to foreign partners.
It closes on the instrument that makes the Spanish–Mauritanian relationship concrete: a financial mechanism of up to EUR 200 million to support the participation of Spanish companies in Mauritanian projects.
The starting point of the presentation: a resource base that few countries can match, and a location that puts it within short reach of Europe.
Proximity to Europe — short, competitive maritime routes.
Strategic position between the Maghreb, sub-Saharan Africa and international markets.
Exceptional resources, strategic location, global opportunities — the presentation’s own summary.
The first objective of the national energy vision.
Turning energy into industry rather than exporting the raw resource.
Positioning the country as an energy hub for the region and beyond.
An integrated vision to transform Mauritania’s natural advantages into sustainable development, energy sovereignty and shared prosperity.
A broad set of reforms to modernise the legal framework, strengthen institutions and create a more attractive environment for private investment.
A specific framework for the production, transport, certification and trade of green hydrogen.
Greater openness, competition and private participation in the electricity sector.
An updated framework to encourage investment, efficiency and responsible development.
Driving investment and delivery of infrastructure projects and services of public interest.
Guarantees and facilities to attract, protect and expand national and foreign investment.
Promoting the participation of local companies, goods and services in energy-sector value chains.
Institutional strengthening for an efficient, sustainable and customer-oriented utility.
The four principles the reform programme is built on.
Transforming resources into opportunities, and opportunities into shared prosperity — the closing message of the Ministry’s presentation in Las Palmas.
Two basins, a producing LNG project and a large exploration acreage still open.

The electricity strategy combines generation, storage, grid expansion, rural electrification and regional interconnection to widen access and carry industrialisation.
Mauritania hosts one of the largest green hydrogen portfolios in Africa by capacity and volume of announced projects, with projects in development and a legal framework already in force to move towards investment.

Mauritania can move from exporting ore towards a low-emission industrial value chain based on clean energy, hydrogen and local transformation.
Shared infrastructure is the catalyst of the new gas, green hydrogen and mining transformation economy, organised around three industrial hubs — Nouadhibou in the north, Nouakchott in the centre and Ndiago in the south.

Mauritania reaffirms its commitment to building, together with its international partners and the private sector, a competitive, sustainable and value-generating energy and industrial economy.
Modern laws and clear incentives guaranteeing legal certainty and stability for investments.
A facilitating State that accompanies investors at every stage of project development.
Concrete opportunities in energy, green hydrogen, gas, oil, mining and infrastructure.
Mutually beneficial partnerships generating shared value and sustainable development.
The presentation closed on the mechanism designed to support the participation of Spanish companies in Mauritanian projects.
Feasibility studies and project preparation — technical and financial support in the early phases.
Financing of strategic investments — solutions adapted to high-impact projects.
Export support and risk management instruments — guarantees and cover to facilitate project execution.
Renewable energy, green hydrogen and sustainable infrastructure projects — driving a responsible, competitive energy transition.
The Ministry of Energy and Petroleum invites companies, financial institutions and technology partners to take part in developing strategic projects that contribute to Mauritania’s energy and industrial transformation.
