Making the energy and mining sectors ready for investment









Most of the round table dealt with projects. This presentation dealt with the conditions that make projects financeable: the legal framework, the institutions, the cadastre, the certification of skills and the local content rules.
Project DREAM 1 is the Ministry of Energy and Petroleum’s programme for the extractive and energy sectors. Its development objective is to attract the investment needed for the economic development of the mining and energy sectors, and to help the country turn its energy and mineral resources into economic and social development.
Five components carry that objective — energy, mines, vocational training, local content and battery energy storage — each one addressing a specific bottleneck an investor meets on arrival.

A mining cadastre, a hydrogen agency, an equipped vocational school and a local content secretariat are not headline projects. They are what decides whether the headline projects reach financial close — and whether Mauritanian companies get a share of them.
Each component removes a specific obstacle between a resource in the ground and a project on the ground.
